A desktop is worth repairing when the case, power supply and motherboard are still sound - which is most of them. It is not worth repairing when the motherboard has taken liquid damage, or when the machine is so old that parts are no longer made.
I will tell you which one you are looking at before you spend anything, and I will tell you if the repair costs more than a comparable replacement would.
Upgrades while I am there
If a repair is under way it is worth asking about a couple of cheap upgrades at the same time, because the labour is already paid for. The two that make the biggest difference on an older desktop are more RAM and a solid-state drive - together they usually do more for a five-year-old machine than anything else you can buy.
Parts come at cost with no mark-up.

Is it worth repairing an old desktop?
Often, yes. Adding RAM and replacing a mechanical hard drive with a solid-state drive is usually the single biggest speed improvement available on an older machine, and I can quote both as part of one visit.
My PC will not turn on at all. Is that a motherboard problem?
Not necessarily. No power at all is usually the power supply, the cable, or the power button. I test the supply first because it is the cheapest and most common cause. A failed motherboard is genuinely a write-off in most cases, and I will say so rather than charge you to diagnose it.
